What's the best health system; and how would you know?

Performance appraisal is the rage in public management and education. The search for “high performing” health care systems has not escaped this trend. Ever since WHO’s Annual report, in 2000, on Health System Performance, there have been many attempts to assess health care systems among nations belonging to the Organization for Economic Cooperation and Development (OECD). Analysts invoke scorecards, rankings, report cards, benchmarks, and a dizzying number of indicators and data sources in the quest to measure performance. The speaker will discuss some findings from such studies, issues of method that emerge, underlying assumptions and lessons for further research.
