Abstract: This session will discuss the economic value of health system data in the context of the ‘knowledge economy’. First, the concept of ‘data value’ will be explored and defined in economic terms and from a societal perspective. Next, the process by which value is produced from data will be introduced. For this, a system perspective is used to describe how data flows through health and social care systems, transitioning from unobserved or ‘raw’ states to observed information that increases health production possibilities and, ultimately, outcomes. The mechanisms by which this is achieved will be discussed, including the creation of novel datasets, the linkage of existing datasets, and the adoption of appropriate analytical methods. These concepts will be described with reference to the digitisation of the English NHS. National, organisational, and clinical interventions will be discussed to demonstrate how (theoretical) improvements in decision-making are being delivered across the health system.
